A new mesocyclone is forming ESE of the occluded Tulia mesocyclone well to the northwest, probably 10 miles by now. The Tulia mesocyclone has still got a vortex on the ground but it was hard to tell if it was tornadic. The new mesocyclone was starting to rotate.
